- Policy Agenda
Recognition. Restitution. Restoration.
A proposed federal framework addressing unresolved Paleolithic claims through institutional study, housing, paleoclimate restoration, mammoth restitution, cultural recognition, and delayed-payment interest.
01
demand one
National Paleolithic Reparations Commission
Congress should establish an independent commission to determine the scope, eligibility criteria, valuation methodology, and appropriate remedies associated with unresolved Paleolithic claims.
No justice framework is complete until someone has formed a commission.
02
demand two
Cave-Compatible Housing for Working People
Affordable housing is not enough. Housing must also be appropriate.
The Coalition calls for federal incentives encouraging residential developments to offer cave-compatible design options, including stone-forward construction, earth-integrated spaces, naturally moderated temperatures, low-glare lighting, and reasonable proximity to foraging opportunities.
Stone-forward construction
Earth-integrated spaces
Naturally moderated temperatures
Low-glare lighting
Reasonable proximity to foraging opportunities
No working family should be priced out of geological dignity.
03
demand three
Paleoclimate Restoration Initiative
Current climate policy is overwhelmingly focused on modern climatic preferences. This approach excludes species and communities whose optimal conditions existed during colder periods.
The Coalition therefore calls for a federal Paleoclimate Restoration Initiative to study the feasibility of restoring selected regions to conditions supportive of cold-adapted megafauna.
Expand and protect permafrost.
Establish federally recognized Mammoth Migration Corridors.
Fund research into responsible continental cooling.
Create a Bering Land Bridge Restoration Working Group.
Require major climate legislation to include a Mammoth Habitat Impact Statement.
Our long-term objective is straightforward: a North America in which a responsibly reintroduced woolly mammoth could look around and feel at home.
04
demand four
Mammoth Restitution
The disappearance of the woolly mammoth represented not merely an ecological loss, but the destruction of an entire economic and cultural ecosystem. The federal government should fund mammoth restoration research and develop a compensation framework for descendants whose ancestral livelihoods depended upon megafauna.
05
demand five
Cultural Recognition
Federal agencies, schools, museums, and cultural institutions should expand recognition of Paleolithic communities while avoiding demeaning stereotypes involving clubs, incoherent grunting, or compulsory animal-skin attire.
06
demand six
Interest on Delayed Reparations
Monetary reparations shall include interest compounded annually from the date of the applicable historical loss through the date of payment.
In recognition of competing fiscal priorities and in the spirit of reasonable compromise, the Coalition supports a limited annual interest rate of 3%.
We believe this approach appropriately balances the interests of all parties while ensuring that delayed payments are treated consistently over time.
07
demand seven
End Paleolithic Cultural Appropriation
Attire is an integral part of Paleolithic cultural heritage.
For generations, individuals without significant caveman ancestry have appropriated this tradition without recognition, consent, or compensation.
The Coalition believes that attire should be reserved for individuals who can demonstrate sufficient caveman descent. Paleolithic culture is not yours to appropriate.
